Employers hate making hiring errors and there may be higher ups standing behind hiring decisions who never met the person. Your resume gets distributed to people having the authority to stand behind your hiring or nix your hiring depending on what they see.

The interviewer might think you are right for the job and want to hire you on the spot. But they might still have to sell you to their boss. A well written resume is the best sales tool they could have in their possession.
